Need cheap digital camera that can take legible pictures of double legal size papers and transfer to computer?

How can i take clear digital camera pics of a TV screen?
I need to take pictures of a TV screen with a digital camera but the lighting is never right and they come out blurry. Anyone have any ideas on how i can capture good quality pics of a TV screen?

Hopefully you will get an answer that will fill the shutter gap. But here goes. You need a tripod, You need to be able to set your camera for shutter priority or manually be able to set the shutter speed and lens opening.
1. Camera on tripod.
2. Night or day? Night is best. turn off all over lights in the room.
3. Set you shutter speed to about 1/30th of a second.
4. Set you lens opening to about f/8
5. Take picture.
If picture is too dark use a larger f/ stop or lens opening.
if picture is too light use a smaller f/stop or lens opening.
If the picture is too fuzzy try a faster shutter speed.
YES this all experimentation! But given the variables of brightness from TV sets it is impossible to pint point this information.
Regarding your comments about blurry pictures, Yes they will come out blurry to a certain degree no matter what you do.
If you are wondering how they get those shots with the subject in a TV set that you see. It is really two shoots, one of the subject and the second of a TV set. They are then combined with a photo editing software like “Photoshop”..
