Yes, you can use plain white paste toothpaste. Rub it on the sterling until the tarnish is gone and then rinse and dry. After that, use a soft clean rag to rub hard and get a shine on the silver.

“Gauging earrings” is not a thing. A gauge is a unit of measurement, it’s how body jewelry is measured. Increasing the gauge of a piercing is called stretching and it is a pretty serious and permanent modification.
